The paint on my bumper is peeling at at a rapid pace. I need some help here cause I’m a girl. My cars face is falling off fast. What the heck can I do about paint peeling off my bumper?

Strap Bumper On
I need to strap my bumper on my car because its illegal to drive with no bumper but someone hit my bumper and it is falling off. Is it legal to strap on my bumper to my car with a bungee of some sort or any idea.
I need my bumper on my car and not falling off. I need some ideas on strapping it to something some how. What would work as a strap?
